Capital Improvement Plan
The Town of Mayodan uses a Capital Improvement Plan (CIP) to guide long-term investments in essential infrastructure, facilities, and community amenities. A CIP typically spans five years, outlining planned projects, their estimated costs, and anticipated funding sources.
Having a CIP allows the Town to be proactive rather than reactive—ensuring that critical needs like water, sewer, streets, and parks are addressed in a strategic, transparent, and fiscally responsible way. By planning ahead, we can better maintain our community’s assets, prioritize projects based on need, and make the most of available resources for the benefit of residents today and into the future.
CIP FY25-26
This year’s Capital Improvement Plan focuses on maintaining essential infrastructure, enhancing community amenities, and supporting long-term growth. Major items in the FY25–26 CIP include:
- Water & Sewer Improvements – investments in treatment plant upgrades, sewer line upgrades, replacement of aging water meters with digital meters, and installation of a backup generator to ensure reliable water service during power outages.
- Public Facilities – design and renovation work for the Town Hall and other municipal buildings.
- Parks & Recreation – continued development of the Washington Mills Park site.
- Equipment & Technology – critical vehicle, equipment, and system replacements to ensure effective service delivery.
Together, these projects reflect Mayodan’s commitment to responsibly maintaining core services, improving quality of life, and preparing for the community’s future needs.
Washington Mills Park Project
The Town of Mayodan is transforming the historic Washington Mills site into a vibrant community park that celebrates our history while creating new opportunities for recreation, tourism, and economic growth.
Where we are now...
The Town completed a preliminary park design in February 2025, and in August 2025 selected Destination by Design to finalize the design and engineer the site. We are actively pursuing state and federal funding opportunities to support phased construction of the park.
Environmental cleanup is also underway. The site contains contaminants, including PCBs, which must be remediated before construction begins. The Town has received EPA approval for cleanup activities and has selected a subcontractor to carry out this work.
What's coming next...
The first visible progress on the site will begin soon, as subcontractors start PCB remediation work, with the goal of completing cleanup by December 2025. Engineering and final design work will continue through March 2026, led by Destination by Design.
Following completion of the design phase, the Town anticipates moving into construction in spring 2026, marking the start of bringing new amenities—such as sports courts, trails, river access, and gathering spaces—into reality at Washington Mills Park. Complete Phase 1 construction by June 2027.
Town Hall Project
The Town of Mayodan is moving forward with an exciting project to renovate the former public library into our new Town Hall. This project will not only preserve a historic community space but also create a modern, efficient hub for town services.
Where we are now...
CPL has been selected to complete the building design, which is expected to be finalized by December 2025. To keep costs down, Town staff will serve as the general contractor and subcontract portions of the work. This approach allows us to stretch taxpayer dollars further while still delivering a high-quality facility.
What's coming next...
Construction is scheduled to begin following the completion of design and expected to finish by December 2027. By advancing this project in tandem with broader strategic initiatives, the Town is ensuring that the new Town Hall will not only meet today’s needs but also support Mayodan’s long-term vision for growth, efficiency, and service to residents.
WWTP Improvements
The Town of Mayodan is making a significant infrastructure investment with the expansion and modernization of the Wastewater Treatment Plant. This project is essential to meeting current community needs, supporting future growth, and protecting our environment.
Where we are now...
- The Town has committed to expanding the plant’s treatment capacity to 4.5 million gallons per day.
- Final design and engineering has been completed.
- The project is supported by local, state, and federal partners.
- The contract has been tentatively awarded to State Utility Contractors, pending final approval from the NC Department of Environmental Quality (NCDEQ).
- Construction will begin once NCDEQ approval is received.
What's coming next...
- Construction is expected to take approximately 18 months to complete.
- New equipment and technology will improve energy efficiency, strengthen environmental compliance, and extend the life of the facility.
- Once complete, the project will provide long-term stability for residents and businesses.
